How the referral works

What happens when I call Quick Tow EP?

You reach a referral line at (915) 320-5573, and calls are recorded. The line may go to voicemail, so leave your location, vehicle and what happened. A caller is connected with an independent, separately licensed local tow operator who serves your part of the metro. That operator quotes the price, does the work and is paid directly. Quick Tow EP owns no trucks, holds no license and promises no arrival time.

Does Quick Tow EP set the price or send a truck?

No. Quick Tow EP sets no prices, quotes no totals and promises no arrival time. The operator you're connected with gives you the quote, and you pay that operator directly. Quick Tow EP owns no trucks and holds no towing license. If you don't like the quote, you can call another operator. For a tow you request yourself, the price is set by the operator you hire, and no cap table applies to it.

Who actually shows up, and who is licensed?

An independent, separately licensed local tow operator shows up. That operator holds the towing license and carries the insurance, not Quick Tow EP. In Texas, TDLR licenses tow companies, operators and vehicle storage facilities, and you can check any license at tdlr.texas.gov/LicenseSearch. Quick Tow EP holds no license and owns no trucks. The driver you deal with is the one responsible for the work and the price.

Which areas of the El Paso metro does the referral line cover?

The referral line covers the El Paso metro on both sides of the state line. On the Texas side that includes El Paso proper, the West Side, Northeast, Downtown, Northwest, East Side and Horizon, Far East, Horizon City, Sparks, Homestead Meadows, the Lower Valley, Socorro, San Elizario, Clint, Fabens, Tornillo, Canutillo, Vinton, Anthony and Fort Bliss. In New Mexico it covers Sunland Park, Santa Teresa, Chaparral and Anthony NM.

What kinds of towing and roadside help can I ask for?

You can ask for emergency towing, flatbed towing, wheel-lift towing, heavy-duty towing, RV and trailer towing, long-distance towing, accident recovery and private property towing. Roadside services include jump starts, fuel delivery, car lockouts, flat tire help, winch-out and recovery, and roadside help without a membership. Junk car removal, exotic and classic car towing, and Tesla and EV towing are also available. The operator confirms what they can handle.

Towing law in Texas and the June 2026 ordinance

What can a tow cost inside El Paso city limits?

Inside El Paso city limits, City Code 12.54.020 caps every nonconsent tow, whether police-ordered, incident management or private property. The maximum is $100 for light duty up to 10,000 lb GVWR, $350 for medium duty over 10,000 and under 25,000 lb, and $450 for heavy duty over 25,000 lb. Dollies or go-jacks can add up to $25. Debris and glass removal is part of the tow fee.

What if my car is hooked up but I don't want it towed?

Inside El Paso city limits, City Code 12.54.020(D) covers this. If you're at the scene and the vehicle is not yet hooked up, there's no charge. If it's hooked up but not yet towed from the scene, it's released for one-half the regular 12.54.020(A) fee. That rule replaces the TDLR drop fee inside the city. A tow you request yourself is priced by the operator you hire.

Do the TDLR statewide caps apply in El Paso?

Not inside El Paso city limits. The TDLR statewide maximums apply only outside El Paso city limits in Texas, such as Socorro, Horizon City, Sparks, Homestead Meadows, Canutillo, Vinton, Anthony TX, Clint, Fabens, San Elizario and Tornillo, unless that city or the county sets lower ones. Outside El Paso city limits, the TDLR caps are $272 for 10,000 lb or less, $380 for over 10,000 and under 25,000 lb, and $489 per unit up to $978 for over 25,000 lb.

What does the June 2026 ordinance change about tow trucks at a crash?

City Code 12.54.070, added by Ordinance 019867 and effective June 1, 2026, makes it an offense to arrive at a crash or incident management scene to do a nonconsent or incident management tow without first being contacted by police, the vehicle owner, the driver or the insurer. Soliciting towing, repair, storage or buying a damaged vehicle on public streets is also an offense. A truck dispatched by police or requested by the owner, driver or insurer is lawful.

What happens if a tow company breaks the city fee or soliciting rules?

City Code 12.54.040 says violating the fee caps in 12.54.020, the debris rule in 12.54.030 or the new 12.54.070 is punishable by a fine up to $500. Texas Occupations Code 2308.2065 says a tower may not charge more than the city's authorized fee, and 2308.458 lets the justice court order an overcharge refunded. You can also request a tow hearing within 14 days in justice court for a $20 filing fee.

The City lot and getting a car out

Where is the City of El Paso impound lot and how do I reach it?

The City of El Paso Municipal Vehicle Storage Facility is at 11615 Railroad Drive, El Paso, Texas 79934. It's operated for the city by UR Vehicle Management Solutions (URVMS), and the phone is (915) 212-0205. The lot is open 24 hours, 7 days a week. Call first, because some vehicles have a hold, and charges quoted are good only through midnight of the day quoted.

How do I find out if my car was towed by EPPD?

Call the lot at (915) 212-0205 or search the URVMS online vehicle database, which lists each car and its charges. EPPD may tow a car parked illegally or that looks abandoned, after a crash or if it's unsafe to drive, if the driver was arrested or has no license, or if the registration expired. Call first, since some vehicles have a hold. Charges are good only through midnight of the day quoted.

What do I bring to get my car out of the Railroad Drive lot?

Bring a federal or state photo ID plus registration, title or insurance. A power of attorney, court order or rental agreement can also work. Non-owners should call first for the documents they need. Payment is cash, Discover, Mastercard or Visa, and cards carry a 1.98% government fee. Getting documents and personal property out of a stored car is free under Texas rules.

What fees apply when I pick up a car from the city lot?

Under City Code 12.54.060, a vehicle released from a storage facility after a police-ordered tow pays an extra $20 fee remitted to the police department, and a vehicle towed to the city-owned storage facility pays a $20 impoundment fee before release. Storage at a Texas vehicle storage facility runs $22.85 per day for 25 feet or less and $39.99 over 25 feet, with no more than one day charged if stored under 12 hours.

What happens if nobody picks up the car?

Unclaimed vehicles go to a public online auction on the second Tuesday of every month. Storage fees keep adding up while the car sits. If you're the owner, call the lot at (915) 212-0205 before the auction date to find out the current charges and whether a hold applies. Texas law sets notice and sale rules for unclaimed vehicles, and the lot can explain what applies to your car.
