Towing in Clint: roads, rules and where the car goes
Clint sits about 20 miles southeast of downtown El Paso, and most breakdowns here happen on SH-20 (Alameda Avenue) as it runs through the commercial center as a rural highway with at-grade intersections. FM-76 (North Loop Drive) is the north-south connector toward Socorro and Fabens, and FM-793 (Fabens Road) links the I-10 corridor near Fabens back through the farming areas. Old Hueco Tanks Road heads northeast toward Hueco Tanks State Park and is known locally as muddy and rutted. The unpaved county farm roads in the agricultural grid often have no formal name, so a driver may need to give a cross street, a canal, or a landmark like a cotton gin or irrigation pump.
Clint is not an incorporated city, so it falls under El Paso County and Texas towing law. TDLR licenses tow companies under Texas Occupations Code Chapter 2308, and you can check a license at tdlr.texas.gov/LicenseSearch under Tow Truck Operators. Because Clint is outside El Paso city limits, the TDLR statewide maximums apply unless the county sets lower ones: $272 for vehicles 10,000 lb or less, $380 for 10,001 to 25,000 lb, and $489 per unit up to $978 over 25,000 lb. The drop fee maximum for a fully hooked vehicle not yet off the property is $135, $190 or $244 by weight class. A Sheriff tow in unincorporated county goes through the EPCSO Abandoned Motor Vehicle Section at 3850 Justice St., (915) 273-3800 ext. 5431, Monday to Friday 8 a.m. to 5 p.m. A Sheriff-towed car may be at the Sheriff's contracted lot or the EPCSO lot at 12501 Montana Ave., Building F. Do not drive to the City of El Paso lot on Railroad Drive unless city police towed it.
Monsoon season brings short, intense storms and flash flooding, and levee-adjacent roads and low agricultural roads around Clint flood without warning. NWS records a levee breach in Clint where water and mud damaged homes and motor vehicles. Vehicles also get stuck in mud or sand on unpaved roads after rain. Spring dust and wind cut visibility on I-10, and heat shortens battery life. Heavy farm equipment shares SH-20, so breakdowns and collisions with equipment happen. Tell the operator the exact road or county road name and the nearest cross street, since many farm roads are unnamed. Say whether the vehicle is on pavement, dirt, caliche, sand or mud, and whether it is near a levee or canal. Say what kind of vehicle it is and whether it is all-wheel drive or electric.
